    -التوزيع القطاعي للإستثمار الأجنبي المباشر وإشكالية التنمية الاقتصادية في الجزائر - دراسة تحليلية تقييمية

    الملخص (بالعربية) الملخّص: تعدّدت وأكّدت العديد من الدّراسات النظرية والتّجارب الميدانية ذات الصّلة بفعّالية الاستثمارات الأجنبية المباشرة في إحداث التنمية بالدّول المضيفة، إذا ما أحسنت هذه الأخيرة إختيار مشروعاتها وشركائها الأجانب، لكن الأهمية لا تعتمد على حجم هذه الإستثمارات أو سرعة تدفّقها وإنّما على مدى إستجابتها لكافّة متطلّبات النّمو المتوازن للقطاعات الإقتصادية داخل البلد، مع تكوين جيل من الفنيين المحلّيين لإنشاء قاعدة إنتاجية ذاتية التّوليد مستقبلاً أدركت الجزائر هذا الدّور، فدخلت جوّ التّنافس أملاً في إستقطاب أكبر قدر ممكن من هذا المورد الأجنبي عن طريق تهيئة بيئة الأعمال، لكن المُلفت للإنتباه أنّ أغلبية التّدفقات الواردة إتّجهت نحو قطاع المحروقات نظراً لإرتفاع معدّل الرّبحية فيه وقلّة المخاطرة، فالعديد من القطاعات الإقتصادية الحسّاسة والتي تمتلك فيها الجزائر كلّ مقوّمات الإستثمار مهمّشة ضمن قرارات المستثمر الأجنبي خصوصًا الفلاحة، السّياحة والنّقل، الأمر الذي يطرح إشكالية عدم التّوازن بين الأغراض التّنموية الطّموحة من قبل السّلطات العمومية من جهة وتوجّهات المستثمرين الأجانب من جهة أخرى Résumé (Français et/ou Anglais) : Abstract :Several studies and field trials have confirmed the effectiveness of foreign direct investment in the development of host countries, and that, in choosing its projects and foreign partners, this matter does not depend on the size of these investments, or the speed of the flow, but the extent of the response to the balanced growth of various economic sectors in the country with the formation of a generation of local technicians to create a database of self-generating production in the future. Algeria has realized this role and entered the competition framework in order to attract as many as possible foreign supplier to create a business environment, but what is noteworthy is that the majority of inflows were directed to the hydrocarbon sector due to the high rate of return and no risk, because most sensitive economic sectors and where Algeria has an advantage, all investment elements are marginalized within the decisions of foreign investors, including agriculture, tourism and transport, which poses a problem of imbalance between the ambitious development goals by the government on the one hand and the orientations of foreign investors on the other.
