    نظام مكافحة الأمراض الخطيرة في ضوء القوانين واللوائح الصحية الدولية

    الملخص (بالعربية) : تعتبر الأمراض الخطيرة من بين أخطر الظواهر الإنسانية التي أضحت تحظى باهتمام بالغ من قبل أعضاء المجتمع الدولي ، لما تشكله من تهديد على حياة و صحة الشعوب ، وكذا على الاقتصاد والأمن الدولي، لذلك سخرت كل الأدوات القانونية والمؤسساتية الممكنة محليا و دوليا بغرض مكافحتها، مع مراعاة الأحكام و التدابير الخاصة بالنقل والتجارة الدولية، وكذا احترام حقوق الإنسان خلال تنفيذ التدابير الصحية. الكلمات المفتاحية: المرض ، اللوائح الصحية الدولية ، منظمة الصحة العالمية ، الطوارئ الصحية ، نقاط الدخول ، الحجر الصحي . Résumé (en Français) : Les maladies graves font partie des phénomènes humains les plus sérieux qui préoccupent de plus en plus la communauté internationale, car elles menacent la vie et la santé des populations, ainsi que l’économie et la sécurité internationales. Par conséquent, tous les moyens juridiques et institutionnels ont été déployés tant au niveau local qu’international pour les combattre. En tenant compte des dispositions et des mesures relatives aux transports et au commerce international, ainsi que de l’adoption d’un certain nombre de normes régissant le processus de lutte, tels que l’interdiction de toute ‘intervention dans le trafic et le commerce international et le respect des droits de l’homme lors de l’application des mesures sanitaires. Abstract (en Anglais) : Critical illnesses are one of the most serious human phenomena of a big concern for the international community because they threat lives and health of people as well as the international economy and security. Therefore, all legal and institutional means have been deployed both locally and internationally to combat them. Taking into account the provisions and measures related to transport and international trade, and the adoption of a number of standards governing the fight of diseases, such as the prohibition of any intervention in traffic, international trade and the respect for human rights during the application of sanitary measures.
