Abstract
الملخص (بالعربية) :
أمام حتمية تنويع الاقتصاد الجزائري والبحث عن بدائل أخرى تخفف من التبعية للريع البترولي، فقد اهتمت السلطات الجزائرية بالقطاع السياحي نظرا للإمكانيات التي تحويها الجزائر في هذا القطاع. وتجلى ذلك من خلال زيادة الاستثمارات فيه وتبني برامج سياحية ضخمة لتفعيل هذا القطاع الاستراتيجي من اجل التخلص من الاقتصاد الريعي وخلق بدائل تنموية خارج القطاع النفطي.
تهدف هذه الدراسة لتبيان الإطار المفاهيمي للاستثمار السياحي والمفاهيم المرتبطة به وأهميته من جهة، ومن جهة أخرى إلى معرفة أهم القوانين والتشريعات التي وضعتها الجزائر بغية الرفع من تنافسية القطاع السياحي وكذا جعله كأهم القطاعات المنتجة بحكم أن الجزائر كانت ومازالت تعاني من نقص كبير في التأطير الهيكلي والبشري في هذا القطاع وكذا تخلف في بناها التحتية.

Résumé:
Face à l'inévitable diversification de l'économie algérienne et à la recherche d'autres alternatives permettant de réduire la dépendance aux rentes pétrolières, les autorités algériennes ont prêté attention au secteur du tourisme en raison du potentiel que recèle l'Algérie dans ce secteur. Cela s'est manifesté par l'augmentation des investissements dans ce secteur et l'adoption de vastes programmes touristiques pour activer ce secteur stratégique afin de se débarrasser de l'économie rentière et de créer des alternatives de développement en dehors du secteur pétrolier.
Cette étude vise à clarifier le cadre conceptuel de l'investissement touristique et ses concepts connexes et son importance d'une part, et d'autre part, à connaître les lois et règlements les plus importants que l'Algérie a mis en place afin d'accroître la compétitivité de le secteur du tourisme, ainsi que d'en faire l'un des secteurs productifs les plus importants du fait que l'Algérie a été et souffre encore d'un déficit important d'encadrement structurel et humain dans ce secteur, en plus d'être en retard dans ses infrastructures ..

Abstract (en Anglais) :
In view of the necessity of diversifying the Algerian economy and seeking other alternatives that alleviate dependence on petroleum rewards, the Algerian authorities are interested in the tourism sector because of Algeria's potential in this sector. This has been demonstrated by increased investment in the country and the adoption of large tourism programmes to activate this strategic sector in order to eliminate the rent economy and create development alternatives outside the oil sector.
This study aims to demonstrate the concepts and concepts associated with tourism investment and its importance on the one hand, Moreover, Algeria' smost important laws and legislation were designed to improve the competitiveness of the tourism sector and to make it one of the most productive sectors because Algeria continued to suffer from a significant shortage of structural and human framing in the sector, as well as itsunderdeveloped infrastructure.
