Abstract
Abstract (en Anglais) : Given the role played by FDI in supporting the growth of the economies of host countries, particularly developing countries, the latter are competing with each other to improve the attractiveness of their investment climate and develop their business environment, through stable economic policies, comprehensive financial and monetary reforms, and to create a legislative environment conducive to investment through the provision of fiscal and administrative incentives and concessions, and sufficient guarantees to give greater confidence in the host economy. Algeria, like the developing countries as a whole, has been working to create its investment climate and improve its attractiveness to foreign investment since the early 1990s, where it has intensified its efforts to reform the macroeconomic environment and modernize the legal and institutional framework for investment, In this context, this study aims to answer the problem that revolves around the effectiveness of financial and monetary policies in Algeria in attracting FOREIGN direct investment after the series of reforms that became known to these policies at the beginning of the 1990s, which contributed to some extent to the improvement of the attractiveness of its climate for foreign direct investment, the latter has experienced remarkable growth in recent years, but it is still far from the level of ambition and what was expected from the efforts of the Algerian government to develop and promote foreign investment, This is the conclusion of the standard study, whose results proved that financial and monetary policies in Algeria are not as effective as required in attracting FDI, and therefore the study recommends the need to adopt fiscal and monetary policies to be consistent to encourage foreign investment, by controlling monetary policy, ensuring the stability of inflation, interest rates, and exchange rates, and working to develop the banking sector to play the financial role of investment projects, in addition to activating the role of fiscal policy in attracting FDI by directing public spending towards the development of structures. Basic and digital infrastructure, directing tax policy towards encouraging foreign investment. Keywords : FDI, fiscal policy, monetary policy, economic reforms, attractive investment climate, the host economy.
